Defines specific income thresholds for pet owners to qualify for veterinary services from releasing agency veterinarians: income must be at or below 50% of the area median income OR below the federal poverty level for household size

Requires releasing agencies to maintain documentation of owner income eligibility and provide it to the State Board of Veterinary Medical Examiners upon request

Continues to prohibit releasing agency veterinarians from performing nonemergency veterinary services (except sterilization) on animals with known owners who do not meet income qualifications

Takes effect September 1, 2025
