Establishes a matching grant program administered by the Health and Human Services Commission to enhance technological capabilities at hospitals providing mental health care services in Texas

Requires hospitals to provide 100% matching funds from non-state sources (gifts, grants, or donations) to receive grant awards

Eligible hospitals must demonstrate planned uses to improve mental health care quality and access, and align with 21st Century Cures Act interoperability and technology standards

Grant funds may be used for electronic health record platforms, health information interoperability, patient access to digital records, data privacy and security infrastructure, and mobile device connectivity improvements

Requires the commission to submit a biennial report to the legislature by December 1 of each even-numbered year on program results; takes effect September 1, 2025
