Expands outreach program requirements from grades 9-12 to grades 7-12, ensuring earlier notification to foster youth about available tuition exemptions

Requires informational materials about the exemption be distributed to residential child-care facilities, foster parents, relative caregivers, adoptive parents of former foster children, and all school districts, charter schools, and private schools serving grades 7 and above

Mandates the Texas Higher Education Coordinating Board and DFPS jointly create a streamlined electronic application process, including online applications through the DFPS website and automatic submission of verification documents to the student's chosen institution

Changes take effect for the 2025 fall semester, with immediate effect upon two-thirds legislative approval or September 1, 2025 otherwise
