Expands self-insurance trusts created by medical or dental associations to allow them to provide professional liability insurance to any person licensed to practice medicine or dentistry in Texas, not just members of the creating association

Removes the term "medical" from professional liability insurance provisions, broadening coverage to include dental professionals

Prohibits self-insurance trusts from requiring membership in the sponsoring association as a condition for issuing professional liability insurance or other insurance contracts to licensed physicians or dentists

Allows trusts to continue purchasing specific excess insurance, aggregate excess insurance, reinsurance, and risk management services on behalf of covered individuals

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
