Authorizes school district boards of trustees and open-enrollment charter school governing bodies to adopt policies allowing non-enrolled students to access their library materials

Defines "non-enrolled student" as a student receiving instruction from a nonpublic school (private school, homeschool)

Requires non-enrolled students to reside within the school district or geographic area served by the charter school to be eligible for library access

Mandates that any adopted policy require non-enrolled students to provide minimum proof of residency

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
