Creates a pathway for certain school district employees to become licensed specialists in school psychology, including educational diagnosticians, occupational therapists, school counselors, social workers, special education teachers, and speech language pathologists

Requires the Texas Behavioral Health Executive Council to adopt rules for issuing these licenses in consultation with the Commissioner of Education and the State Board for Educator Certification

Mandates consultation with the Texas Education Agency and State Board for Educator Certification to identify the skills, training, and education needed to provide psychological services in school districts

Establishes a process involving regional education service centers to determine any additional education and training applicants must complete before licensure

Takes effect immediately upon two-thirds vote of both legislative chambers, or September 1, 2025, if that vote threshold is not met
