Allows retired or former district court judges to be eligible for visiting judge assignments if they certify under oath that they have not been publicly reprimanded or censured by the State Commission on Judicial Conduct during the preceding 15 years

Requires certification that the judge did not resign or retire after being notified of a full investigation into misconduct or disability allegations, unless the investigation did not result in public reprimand or censure

Makes former or retired district court judges ineligible for the visiting judge list only if publicly identified by the State Commission on Judicial Conduct as having resigned or retired in lieu of discipline within the preceding 15 years

These eligibility provisions expire September 1, 2033

Takes effect immediately with two-thirds vote of both legislative chambers, otherwise effective September 1, 2025
