Establishes a permit program through the Health and Human Services Commission for selling raw milk and raw milk products in Texas

Permit holders may sell raw milk directly to consumers, cooperative associations, or registered "raw milk coordinators" (individuals or nonprofits that sell on behalf of producers at agreed-upon locations like farmers' markets)

Requires all raw milk containers to be labeled with product name, batch number, quantity, producer contact information and permit number, ingredients, allergens, and a health warning about risks of consuming unpasteurized dairy

Raw milk coordinators must register with the department and may only sell directly to consumers at agreed-upon locations

Prohibits rules requiring permit holders to pre-arrange direct sales to consumers; effective date is September 1, 2025
