Requires individuals registering to vote in Texas to submit proof of citizenship along with their voter registration application to the county registrar

Directs the Secretary of State to prescribe rules for citizenship verification, to the extent permitted by the National Voter Registration Act of 1993 and the U.S. Supreme Court decision in Arizona v. Inter Tribal Council of Arizona, Inc. (2013)

Mandates the Secretary of State to request by January 1, 2026 that the federal Election Assistance Commission modify the national mail voter registration form to require documented proof of citizenship for Texas applicants

Requires the Attorney General to file a lawsuit seeking enforcement if the Election Assistance Commission fails to comply within 180 days of the Secretary of State's request

Takes effect September 1, 2025
