Requires municipalities with populations of 10,000 or more to conduct formal administrative investigations before taking punitive action against municipal firefighters, including disciplinary suspensions, demotions, reprimands, or indefinite suspensions

Applies to all municipal firefighters regardless of whether their municipality has a meet and confer or collective bargaining agreement, superseding conflicting provisions in such agreements

Mandates that municipalities without existing investigation requirements under Local Government Code Sections 143.123 or 143.312 must adopt and follow procedures substantially identical to those sections

Allows meet and confer or collective bargaining agreements to impose additional investigation requirements beyond the statutory minimums, as long as they do not conflict with required procedures

Takes effect September 1, 2025, applying to investigations initiated on or after that date and to agreements entered into on or after that date
