Prohibits health benefit plan issuers from requiring prior authorization for prescription drugs prescribed to prevent HIV infection (PrEP medications)

Applies to a broad range of health plans including private insurance, HMOs, state employee plans, teacher retirement plans, Medicaid, CHIP, and county employee health benefits

Covers Texas residents enrolled in group health plans regardless of whether the policy was issued in Texas

Exempts individual health benefit plans issued on or before March 23, 2010 that have not had significant changes reducing benefits or increasing costs

Takes effect September 1, 2025, with requirements applying to health plans delivered, issued, or renewed on or after January 1, 2026
