Requires the Department of Public Safety, with advice from the Texas Education Agency, to establish safety standards for private passenger van services that transport students to and from school for compensation

Mandates development of an annual two-hour transportation safety training course for operators and employees of private passenger van services

Prohibits private passenger van operators from transporting students unless they are registered with the secretary of state, maintain commercial insurance, meet established safety standards, and complete annual safety training

Requires school districts to provide written notice to parents at the start of each school year that students cannot be released to private van services without a signed parental authorization letter containing the student's name, operator contact information, and operator compliance acknowledgment

Takes effect September 1, 2025, with requirements applying beginning with the 2026-2027 school year
