Amends Section 36.207 of the Texas Water Code to explicitly allow groundwater conservation districts to use export fee funds for maintaining wells located outside the district that are significantly affected by groundwater development

Restricts funds from export fee increases (under Section 36.122(e-1)) collected on or after January 1, 2024, to specific purposes: maintaining well operability, developing alternative water supplies, and conducting aquifer monitoring and science

Requires groundwater conservation districts to enter into an interlocal contract under Chapter 791, Government Code, with another district before using export fee funds to maintain wells located within that other district's jurisdiction

Passed the House 144-0 on April 24, 2025, and the Senate 31-0 on May 14, 2025

Takes effect September 1, 2025
