Requires groundwater conservation districts to adopt rules mandating notice for permit applications to transfer groundwater out of the district

Notice must be paid for by the applicant and sent via certified mail to adjacent districts that overlie the same aquifer, commissioners courts of counties where the reviewing district is located, and commissioners courts of counties where adjacent notified districts are located

Notice must also be published in newspapers of general circulation in the county where the reviewing district is located and in counties where adjacent notified districts are located

Amends Section 36.122 of the Texas Water Code by adding new Subsection (d-1)

Takes effect September 1, 2025
