Prohibits governmental entities, companies, and individuals domiciled in "designated countries" (China, Iran, North Korea, Russia, or countries designated by the governor) from purchasing or acquiring title to real property in Texas

Exempts U.S. citizens, lawful permanent residents, foreign citizens not domiciled in designated countries, companies owned/controlled by exempt individuals, and leasehold interests from the prohibition

Creates a state jail felony for individuals domiciled in designated countries who intentionally or knowingly purchase or acquire title to Texas real property

Imposes fines on violating companies or entities of the greater of $250,000 or 50% of the property's market value, with courts authorized to divest ownership and appoint receivers to sell the property

Requires the attorney general to establish investigation procedures for potential violations and grants authority to bring enforcement actions in district court, with sale proceeds going to satisfy liens, pay fines, and deposit remaining funds into general revenue

Takes effect September 1, 2025, and applies only to property acquisitions on or after that date
