Expands eligibility for the Lone Star Workforce of the Future Fund grant program to include "qualifying general academic teaching institutions" alongside existing eligible entities (public junior colleges, public technical institutes, and nonprofit organizations)

Defines a qualifying general academic teaching institution as one with student enrollment under 10,000, located in a county with population under 35,000, and designated by the U.S. Department of Education as a Minority Serving Institution (MSI)

Grant recipients must administer performance-based workforce training programs in high-growth career fields that lead to employment in high-demand occupations

Eligible entities must demonstrate they can attract at least 40% of training program funding from non-state government sources

Takes effect immediately upon two-thirds vote of both legislative chambers, or September 1, 2025, if that threshold is not met
