Adds a new definition of "indistinguishable" to mean visual depictions that an ordinary person would conclude show an actual minor engaged in a prohibited sexual act

Expands the scope of child sexual exploitation laws (Sections 43.26, 43.261, and 43.262 of the Penal Code) to cover AI-generated imagery that is indistinguishable from depictions of actual minors

Changes the standard from requiring proof that a child's actual image was used to create the material, to whether the resulting image is indistinguishable from an actual minor

Modifies the legal criteria from "and" to "or" when determining if visual material depicts a recognizable child or an AI-generated indistinguishable image, broadening prosecution options

Takes effect September 1, 2025, and applies only to offenses committed on or after that date
