Requires the Health and Human Services Commission to allow personal assistance services under the Community Living Assistance and Support Services (CLASS) Medicaid waiver program to be provided at any time during a 24-hour period, to the extent federal law permits

Adds a new Subchapter J-1 to Chapter 546 of the Government Code specifically addressing the CLASS waiver program

Permits state agencies to delay implementation if federal waiver or authorization is needed, requiring them to request such approval before proceeding

Takes effect September 1, 2025
