Creates a new fine arts allotment in the Texas public school finance system for students in grades 6-12 enrolled in approved fine arts education courses

School districts receive an annual allotment equal to the basic allotment (or basic allotment plus small/mid-size district adjustment if applicable) multiplied by 0.008 for each eligible student in average daily attendance

Approved courses must be authorized by the State Board of Education and include music, art, theater, and dance

Qualifying courses must provide at least 225 minutes of fine arts instruction per week for full-time students

Texas Education Agency must approve qualifying courses and publish an annual list of approved fine arts courses; effective date is September 1, 2025
