Establishes a minimum base wage of $15 per hour for personal attendants providing services under the Community Living Assistance and Support Services (CLASS) waiver program, or the federal minimum wage if higher, beginning September 1, 2025

Requires the Health and Human Services Commission to adjust the base wage every two years (on August 1 of each odd-numbered year) based on the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) for the preceding 24-month period

Overrides existing state minimum wage provisions in the Labor Code specifically for CLASS waiver program personal attendants

Allows state agencies to delay implementation if federal waiver or authorization is required, directing them to request such approval from federal agencies

Takes effect September 1, 2025, with the wage provisions applying to the state fiscal biennium beginning that date
