Requires compensation for individuals providing habilitation transportation services under the CLASS waiver program for all time spent operating a motor vehicle while transporting a recipient

Extends compensation to include time spent returning a recipient's vehicle to a designated location even when the recipient is not a passenger

Limits the compensation requirement to what is permitted by federal law

Requires state agencies to seek federal waivers or authorizations if needed before implementing the provisions, allowing delayed implementation until approval is granted

Takes effect September 1, 2025
