Doubles the distance threshold for requesting a public hearing on concrete plant construction permits from 440 yards to 880 yards from the proposed plant site

Expands who may request hearings to include representatives of schools, places of worship, licensed day-care centers, hospitals, and medical facilities located within the 880-yard radius

Requires the Texas Commission on Environmental Quality (TCEQ) to adopt rules defining who qualifies as a representative of these institutional facilities

Changes apply only to permit applications filed after the TCEQ adopts the required rules; applications filed before that date remain subject to existing law

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
