Expands anti-discrimination requirements for licensed child-care facilities and registered family homes to explicitly prohibit discrimination based on disability status, in addition to existing racial discrimination protections

Permits day-care centers, group day-care homes, and registered family homes to deny services to children with disabilities only under specific Americans with Disabilities Act exceptions, including undue burden, direct threat to others' safety, fundamental alteration of services, or unreasonable expense to remove architectural barriers

Requires child-care facilities to promote inclusive practices, integrate children with special needs into general activities, and allow certified childhood intervention service providers access to children for services under individualized family service plans

Mandates licensed facilities maintain records provided by parents for children with special needs, alongside existing requirements for child development, health, statistical, and financial records

Requires facilities to provide parents with written disclosure including the Early Childhood Intervention Developmental Checklist, information on accessing early childhood intervention services under federal IDEA Part C, and the facility's policies on caring for children with disabilities
