Removes the prohibition on state agencies authorizing the manufacture of hemp products intended for smoking

Defines "smoking" as burning or igniting a substance and inhaling the smoke, or heating a substance and inhaling the resulting vapor or aerosol

Eliminates the rule that processing or manufacturing consumable hemp products for smoking is prohibited

Maintains existing requirements that hemp-derived cannabinoids (including CBD) are not considered controlled substances and that products intended for ingestion are classified as foods

Repeals Section 443.001(11) of the Health and Safety Code and takes effect September 1, 2025
