Expands the primary responsibility of school counselors to include developing students' "emotional" abilities, in addition to existing academic, career, personal, and social abilities

Changes terminology from "comprehensive developmental guidance program" to "comprehensive developmental school counseling program"

Adds new categories of at-risk students that counselors must address: those at risk of choosing unhealthy or inappropriate solutions to problems, and those at risk of engaging in harmful behavior toward themselves or others

Requires school counselors to continue serving students at risk of dropping out, substance abuse, gang activity, suicide, as well as those needing modified instructional strategies and gifted/talented students

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025, applying beginning with the 2025-2026 school year
