Prohibits magistrates from issuing arrest warrants or search warrants authorizing no-knock entries except under specific conditions

Requires no-knock warrant requests to include written approval from the chief administrator of the law enforcement agency (or designee) before a magistrate can authorize such entry

Mandates that all peace officers executing a no-knock warrant must be in uniform or otherwise clearly identifiable as law enforcement

Restricts authority to issue no-knock warrants to district court judges, statutory county court judges, and county or municipal court judges who are licensed attorneys in Texas

Provides an exception allowing any magistrate to issue no-knock warrants in counties lacking access to the specified licensed-attorney judges

Takes effect September 1, 2025, and applies only to warrants issued on or after that date
