Authorizes the Texas Commission on Environmental Quality (TCEQ) to require facility operators of permanent concrete plants (wet batching, dry batching, or central mixing) to update construction plans when standard permits are amended

Applies the compliance requirement only when facility operators have not yet begun construction before the amended permit was adopted AND have filed for an extension to begin construction

Extends the same updated compliance authority to concrete batch plants under Section 382.05198 of the Health and Safety Code

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
