Creates the Texas Livestock and Rodeo Education and Continuation Fund as a trusteed program within the governor's office, funded by legislative appropriations, gifts, grants, and investment interest

Establishes a seven-member board appointed by the governor, with members required to have demonstrated interest in rodeos and county fairs through competition experience or service with rodeo organizations, county fairs, 4-H, or FFA programs within the preceding 15 years

Requires grant applicants to be in good standing under state law, specify how funds would benefit county livestock or youth agricultural programs, and demonstrate legitimate need that provides public benefit to the state

Mandates grant recipients with operating budgets over $10 million to submit economic impact reports, while those with budgets under $10 million must demonstrate community economic development needs; board must submit biennial reports to the legislature by December 1 of even-numbered years
