Expands existing liaison officer programs at public higher education institutions to serve homeless students (under age 25) in addition to current/former foster care students, requiring officers to provide information on financial aid, housing, food programs, and counseling services

Extends eligibility for temporary housing assistance between academic terms to homeless students, who previously was only available to former foster youth

Requires institutions of higher education with student housing facilities to give priority housing assignment to students who are homeless

Adds the Texas Education Agency to the memorandum of understanding between the Texas Higher Education Coordinating Board and Department of Family and Protective Services to facilitate data exchange on homeless students' educational outcomes

Sets implementation deadlines: liaison officer designation by January 1, 2026, and memorandum of understanding completion by March 1, 2026
