Establishes tiered job creation and minimum investment requirements for Texas Enterprise Fund grants based on county population size

Counties with 750,000+ population: recipients must create at least 75 jobs and invest at least $200 million within the first year of the grant agreement

Counties with 250,000-749,999 population: at least 50 jobs and $100 million investment required; counties with 100,000-249,999 population: at least 35 jobs and $50 million investment required

Counties with less than 100,000 population: at least 10 jobs and $20 million investment required, with jobs maintained at the average level throughout the grant period

Qualifying jobs must be new permanent full-time positions requiring at least 1,600 hours annually, excluding construction jobs, and cannot be transfers from existing Texas facilities unless vacancies are filled
