Enacts Texas's participation in the Interstate Dental and Dental Hygiene Licensure Compact, allowing dentists and dental hygienists with unrestricted licenses in member states to obtain expedited "Compact License Privileges" to practice in other participating states

Establishes eligibility requirements including graduation from CODA-approved programs, passage of ADEX or equivalent regional board examinations, no criminal convictions, no prior disciplinary actions, and no active investigations

Creates the Interstate Dental and Dental Hygiene Compact Licensure Commission with two voting commissioners per member state to oversee compact administration, promulgate rules, and enforce compliance

Waives all Compact fees for active-duty military members and their spouses, and allows military training records to be transferred to the central Repository without charge

Designates the State Board of Dental Examiners as the compact administrator for Texas and authorizes the board to adopt rules for implementation, with the compact becoming active once five states join
