Enacts Texas into the Dentist and Dental Hygienist Compact, an interstate agreement allowing licensed dentists and dental hygienists to practice in other participating states without obtaining a separate license in each state

Creates a "Compact Privilege" that enables qualified licensees to practice in remote participating states by meeting eligibility requirements including passing National Board Examinations, graduating from accredited programs, and completing clinical assessments

Establishes the Dentist and Dental Hygienist Compact Commission as a joint governmental agency to administer the compact, with each participating state appointing one commissioner and the authority to promulgate rules, collect fees, and maintain a shared data system

Waives Commission compact privilege fees for active military members and their spouses, with remote states given discretion to also reduce or waive their fees for military families

Designates the State Board of Dental Examiners as the compact administrator for Texas with authority to adopt rules for implementation, effective September 1, 2025
