Requires the commission to provide assistance to applicants seeking permits for discharging produced water into state waters, helping them prepare and submit their permit applications

Applies amendments to both the current version of the law and the version that takes effect upon federal delegation of Resource Conservation and Recovery Act authority to the Railroad Commission

Takes effect September 1, 2025
