Public institutions of higher education must provide all entering freshman and undergraduate transfer applicants with information about eligibility requirements for public health benefits coverage, including Medicaid and the Children's Health Insurance Program (CHIP)

Required information must clearly explain eligibility requirements, address common student health care needs, be tailored for students who may complete enrollment forms independently, and include a link to the Health and Human Services Commission website for enrollment procedures

The Health and Human Services Commission must develop up-to-date, clear, and easy-to-understand informational materials about public health program eligibility to support institutions in meeting this requirement

The requirements apply beginning with the 2025 fall semester

The act takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
