Texas Department of Housing and Community Affairs must establish a workforce housing program to provide grants and low-interest loans to municipalities for constructing and rehabilitating workforce housing developments

Eligible developments must reserve units for individuals and families earning between 30% and 120% of the area median income, adjusted for family size

Affordability requirements must be maintained for at least 20 years after receiving financial assistance

Creates the workforce housing fund as a special account in the state treasury, funded by appropriations, loan repayments, transfers, investment returns, and gifts or grants

Financial assistance must be spent within 36 months of receipt, with unspent funds returned to the department and redeposited into the fund
