Eliminates the pathway for students to establish Texas residency for tuition purposes based on graduating from a Texas high school and maintaining continuous residence for three years prior to graduation plus one year before enrollment

Prohibits individuals who are not authorized under federal law to be present in the United States from being classified as Texas residents for higher education tuition purposes

Limits residency qualification to two categories: individuals who established and maintained a Texas domicile for one year before enrollment, or dependents whose parents meet the same one-year domicile requirement

Removes the requirement for non-citizens/non-permanent residents to submit an affidavit pledging to apply for permanent residency when seeking resident tuition status

Authorizes public institutions of higher education to reclassify previously approved resident students as nonresidents before any semester if they no longer qualify under the new criteria, effective September 1, 2025
