Repeals Title 9 of the Agriculture Code and Chapter 802 of the Occupations Code (regulating dog and cat breeders), Chapter 1802 of the Occupations Code (auctioneer licensing), and portions of Chapter 91 of the Labor Code related to professional employer organization (PEO) licensing requirements

Eliminates state licensing requirements for auctioneers, abolishes the Auctioneer Advisory Board, and transfers remaining funds from the auctioneer education and recovery fund to general revenue

Removes licensing requirements for professional employer organizations while maintaining substantive regulations on PEO operations, workers' compensation coverage, unemployment taxes, and employee benefit plan disclosures

Eliminates licensing requirements for journeyman industrial electricians and journeyman linemen under the electrical licensing chapter

Updates multiple state codes (Criminal Procedure, Government, Local Government, Tax, and Transportation Codes) to remove references to "licensed auctioneer" requirements for public sales of seized weapons, surplus property, and tax warrant sales, allowing any auctioneer to conduct such sales
