Adds hospitals to the list of protected buildings (alongside residences, schools, and places of worship) near which concrete crushing facilities are prohibited from operating within 440 yards

The 440-yard distance is measured from the nearest point of the concrete crushing facility to the nearest point of the protected building

Exempts facilities that had commission authorization before September 1, 2001, or that met distance requirements when initially authorized and maintain that authorization

Also exempts facilities using enclosed concrete crushers for manufacturing recycled products if located within 25 miles of an international border in municipalities with populations between 6,100 and 20,000

Applies only to permit applications filed on or after September 1, 2025; applications filed before that date remain subject to prior law
