Requires the Department of Family and Protective Services (DFPS) and foster care contractors to share information with juvenile justice agencies "as soon as practicable" upon request, rather than without a specified timeframe

Expands the categories of multi-system youth whose information can be shared to include children for whom parental rights have been terminated with respect to one or both parents

Mandates DFPS to provide juvenile justice agencies with information about whether a child in their custody is or has been in foster care and the number of previous foster care placements

Expands information-sharing obligations to apply to requests from any state or local juvenile justice agency, not just the Texas Juvenile Justice Department

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, otherwise becomes effective September 1, 2025
