Prohibits Texas public institutions of higher education from granting tenure or any type of permanent employment status to employees, effective September 1, 2025

Grandfathers existing tenured faculty who were awarded tenure before September 1, 2025, allowing them to retain their status as long as they remain continuously employed at the institution

Allows university boards of regents to establish alternative tiered employment systems for faculty, provided positions are clearly defined and require annual performance evaluations

Removes references to "tenure-track" positions throughout the Education Code and eliminates requirements for institutions to address the granting of tenure in their policies

Maintains existing procedures for dismissing grandfathered tenured faculty, including due process requirements and grounds for termination such as professional incompetence, misconduct, financial exigency, or failure to complete post-tenure review programs
