Creates a student loan repayment assistance program for Texas-licensed attorneys employed as prosecuting attorneys in the border prosecution unit established under Chapter 772, Government Code

Eligible attorneys can receive 25% of their total student loan balance repaid for each consecutive year of service, up to a maximum of four years of assistance

Caps individual loan repayment assistance at $110,000 total per attorney, with a program-wide limit of $2 million per state fiscal biennium

Covers student loans from accredited institutions of higher education (including undergraduate loans) from any lender, but excludes loans in default at the time of application

Requires the Texas Higher Education Coordinating Board to adopt rules, distribute program information to law schools and border prosecution unit offices, and maximize available matching funds from other sources
