Prohibits governmental entities, companies, and individuals domiciled in "designated countries" (China, Iran, North Korea, Russia, or countries designated by the governor) from purchasing or acquiring title to real property in Texas

Exempts U.S. citizens, lawful permanent residents, foreign citizens not domiciled in designated countries, and leasehold interests from the prohibition

Creates a state jail felony for individuals domiciled in designated countries who intentionally or knowingly purchase real property in Texas

Imposes fines on violating companies or entities equal to the greater of $250,000 or 50% of the property's market value

Requires courts to divest property interests found in violation and appoint a receiver to sell the property, with proceeds going first to existing liens, then to fines, with remaining funds deposited in the state general revenue fund
