Creates the Mental Health and Brain Research Institute of Texas to fund research into mental health issues, brain diseases, substance use disorders, and related conditions, with authority to award grants to universities, research facilities, and other public or private entities

Establishes a 9-member Oversight Committee as the governing body, with 3 members each appointed by the governor, lieutenant governor, and speaker of the house, serving staggered 6-year terms

Caps grant awards at $300 million per state fiscal year, with grant recipients required to provide matching funds equal to one-half of the grant amount and limited to 5% indirect costs on research grants

Limits facility construction/renovation spending to 5% of annual grant money and prevention program spending to 10% of annual grants

Contingent on voter approval of a constitutional amendment creating the Mental Health and Brain Institute Research Fund, with the act taking effect December 1, 2025 if the amendment passes
