Establishes same-day voter registration at polling places, allowing unregistered persons who are otherwise eligible to vote to register and cast a ballot on election day or during early voting

Requires voter registrars to appoint at least one election officer at each polling place (for both early voting and election day) as a regular deputy registrar to process registrations

Mandates that persons registering at the polling place must submit a voter registration application and present either a photo ID showing their current address or a combination of supporting documents proving identity and residence

Requires persons voting under same-day registration to be processed separately from regular voters at polling places

Directs the Secretary of State to adopt implementing rules by February 1, 2026, with the law applying to elections where early voting begins on or after that date; the Act takes effect September 1, 2025
