Expands options for voters to deliver mail-in ballots in person during both the early voting period and on election day, not just while polls are open on election day

Authorizes county clerks to designate multiple locations for mail ballot drop-off, including the early voting clerk's office, any open polling place, or other suitable locations meeting state criteria

Requires voters delivering ballots in person to present acceptable identification and limits them to returning only their own ballot

Mandates election notices include locations of all election day polling places, early voting polling places, and designated mail ballot delivery sites

Directs the Secretary of State to adopt rules establishing criteria for designated ballot delivery locations to ensure accessibility and security

Takes effect September 1, 2025
