Extends existing tuition and fee exemptions at Texas public colleges and universities to siblings of military personnel who were killed in action, died while in service, are missing in action, died from service-connected illness or injury, or became totally and permanently disabled due to service-related injury

Covers siblings of members of the U.S. armed forces as well as Texas National Guard and Texas Air National Guard members who were killed or disabled on active duty since January 1, 1946

Siblings may only qualify for the exemption if the military member does not have a spouse or child (who would have priority for the benefit)

Requires siblings to be classified as Texas residents at the time of registration to receive the exemption

Applies beginning with the 2025 fall semester, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
