Prohibits school district superintendents from receiving financial benefits for personal services performed for business entities that conduct or solicit business with the district, education businesses providing curriculum or administration services to any school district, or other school districts

Requires board of trustees approval in an open meeting on a case-by-case basis for any financial benefit a superintendent receives for personal services to other entities, including open-enrollment charter schools, regional education service centers, and public or private institutions of higher education

Clarifies that reimbursement for reasonable expenses does not count as a financial benefit under these restrictions

Applies only to financial benefits received by superintendents on or after the effective date of the act

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
