Allows adopted persons aged 18 or older who were born in Texas to obtain a noncertified copy of their original birth certificate without a court order by submitting a written request with proof of identity

Extends access to the original birth certificate to adult descendants, adult siblings, surviving spouses, or adoptive parents if the adopted person is deceased

Requires the state registrar to charge the same fee for original birth certificates as for standard noncertified birth certificate copies and issue them within the same timeframe

Maintains existing confidentiality protections for adoption records accessible to the general public while creating this specific exception for adopted individuals and their eligible family members

Takes effect September 1, 2025, with state registrar compliance required by July 1, 2026
