Replaces "average daily attendance" (ADA) with "average enrollment" (AE) as the primary metric for calculating public school funding throughout the Texas Education Code and related statutes

Requires the Texas Education Agency to use school district enrollment counts from the last Friday of October and March to estimate average enrollment for funding purposes

Eliminates provisions for calculating average daily attendance for flexible year programs, flexible school day programs, and blended learning programs that were based on actual attendance days

Removes the requirement for commissioner rules specifically addressing attendance calculations for students in blended learning programs with workforce learning opportunities like internships and apprenticeships

Applies the average enrollment funding methodology to charter schools, special education programs, bilingual education, career and technology education, and various other allotments previously calculated using average daily attendance
