Establishes a grant program administered by the commissioner of education in collaboration with the Pre-K 4 SA early childhood initiative to support school districts, open-enrollment charter schools, and private schools in providing free or reduced-tuition prekindergarten classes

Children at least three years of age are eligible to enroll in prekindergarten classes funded through the grant program

Prekindergarten classes receiving grant funds must operate in accordance with curriculum and teaching methods implemented by the Pre-K 4 SA early childhood initiative, consistent with state and federal law

Commissioner must submit annual reports to the legislature by September 1 each year evaluating student academic and developmental achievements and providing recommendations, with the initial report due September 1, 2026

Grant program applies beginning with the 2025-2026 school year and expires January 1, 2031
